Empire City was in
its greatest danger.

C.O.P.S, the central organization of
police specialists, was just being formed.

And the Big Boss had
recruited the scientific genius,

Dr. Bad Vibes, to invent
the ultimate crime machine.

And now, Dr. Bad Vibes was
about to use his evil device.

Here's how the caper continues.

Prepare the grappler.

Federal agent Vest thought we
could get a lead on Dr. Bad Vibes

by searching his old apartment.

Lead the way, Long-Arm.

criminal occasion,

I, Dr. Bad Vibes, have
