A prisoner on foot can sustain
a pace of four miles per hour.

And the clock started ticking

If it was set up in time,

of going door-to-door

and running these fugitives down.

If a fugitive gets past our perimeter,

this turns from a recovery
operation to a manhunt.

And that puts the entire city at risk.
