cheap-ass concrete

"right here onsite.

"Who cares if it has
poor tensile strength

and low water resistance."

And yet some
dam inspector

passed the job
with flying colors.

Greed.

- Pardon?

Men who were greedy.

Didn't care about
anything but themselves.

And while no one
was prosecuted,

clearly a group of men
lined their pockets

while 84 others
lost their lives.
