Street dealer Joseph 'Joe' Purcell and Patrice Matigan, indispensable witnesses against drug lord Rick Carris, are found slashed by uniformed Davis city cop Sam Blakely. His dad dale and Steve Preciado are the local detectives on the Carris case. CBI investigates several possible personal connections.
