A list with all the names of The 4400 and their current location has leaked out. The department of Homeland Security tries its best to stop the list from getting dispersed, but the damage is already done. A bomb is placed in the house of Richard and Lily and that's not the only one. All returnees are in danger and agents Tom Baldwin and Diana Skouris must find out who is behind the attacks. Self-proclaimed 4400's spokesman Jordan Collier has his own solution. He invites all of The 4400 to move to his housing complex, protected and closed off from the rest of the world. Meanwhile Baldwin's son seems to have quite a lot of trouble adjusting after he awakened from his coma. Dennis Ryland, Homeland Security director, has his own problem. Agent Warren Lytell comes over from Washington and he's got permission to practically take over the investigation of The 4400.

All of this was approved by Ryland.
I don't see what the problem is.

Next case, Shawn Farrell, aged 17.
Disappeared in April of 2001.
