which, unfortunately,happens too often.

But one thing Black Lives Matterand the community has shown us

is, we can't let these...

reported a break-in at the

They refused to leave a name.

Timing of the shooting
was weird, Pride.

The killer started firing
the second Officer Palmer

entered the building.

Probably heard 'em pull up.Yeah.

But why didn't he leaveout the back, try and get away?

that the shooter didn't want
to leave.

track the complaint filed

Ensign Nathan Cox accused

an Officer Lenny Yates
of using excessive force

while breaking up a fight.

Did he describe
the excessive force?No.

what the fight was about

or who else was involved.

Why did Ensign Cox withdraw
the complaint?

Officially, he didn't.
He didn't want

to give any further statementto the NOPD, so they let it go.

But guess who Yates'
partner was the night

he broke up the fight.

He was Yates's partner
up until eight months ago.

So he most likely
would have known

what went on with Ensign Cox.Yeah.

And I'm guessing it's way worsethan what was in that report.

Ensign Cox was hospitalized
for almost a week

after the incident.

Mayor's hoping he'll talk to us.

Hannah and I are heading

that the mayor wants you to
run a shadow investigation.

I just feel like
there's something

she's not sharing with me.

and last night

Then these cops show up
out of nowhere,

started beating the hell
out of me.

Now, my training kicked in,
so I defended myself.

Then one of them used
their Taser on me.

Now I'm down.

And they keep shocking me.

Five or six times.

Yelling at me.

Part of me wanted to die
right there on that pavement.

Why wasn't any of this
in your complaint?

After I reported it,
this detective

showed up.

Started asking me questions
about how drunk I was

and how I started
the whole thing.

Made it clear that it was
my word against theirs.

You think he was trying to get
you to drop the complaint?

I know he was.

He pretended to be sincere,
acting like he was worried

I'd get discharged or arrested
for assaulting an officer.

So you let it go.

That detective was right
about one thing.

Nobody's gonna believe the wordof a Black man over two cops.

We do.

Donovan Blakely.
He worked patrol

until two years agowhen he made detective.

Force Investigative Team?

No. Narcotics.There's no reason

he should've been following upon an excessive force complaint.

sounds like a setup.

We know the shooter fired

as soon as Palmer
entered the building.

he was supposed to spill

whatever secrets he was keeping.

This is starting to sound
like it wasn't just

These three guys
had multiple complaints

filed against them
over the years.

Yeah, it's hard
to get rid of bad cops.

The union fights termination
every step of the way,

claiming these officers
have qualified immunity

whenever they want.

Immunity protects officers
from civil suits.

It doesn't give them license
to abuse their authority.

Try telling them that.

They should be ashamed
to wear the badge.

Worked a couple cases
with an Alfonso Hidalgo--

lieutenant now,
used to be in Homicide.

My dad...

and my younger brother's
on patrol in the 2nd District.

Aunts and uncles, too.

The family business.

All good cops.

Helped push through a lot
of great changes in the NOPD

over the last 20 years.

.45-caliber bullet casings

in the shadows here.

The shooter was set upright across from the entrance,

so he must've been
waiting there for a while.

Were they able to pull prints?No.

And no DNA either, but that's
not really that surprising

since pulling DNA
off of a bullet casing

only has
a one percent success rate.

this new study--

out of the Netherlands
of all places, which is crazy

of testing for DNA
off of bullet casings.

Four.It's really cool what they do.

So, they take the bullet casingsand they put it

in this chemical cocktail
for, like, 30 minutes.

Like if you hadlaundry, right?

And you hada really bad stain...

so, it breaks down the cells

and it allows you
to isolate the DNA

so you can test it,
and I did it, and it worked.

And I have ID'd the shooter.[computer beeping]

He's got a real longrap sheet, too.

He's got, uh,
multiple convictions

for armed robbery, assault.

Any ties to Blakely or Yates?

got into an altercationwith a Jasper Taggert,

who had diagnosedmental disabilities.

Taggert lived in a group
home and worked part-time

bagging groceries.

Blakely claimed
he resisted arrest

on a public nuisance charge,

which is why
he had to get rough.

How rough?

Well, I called the group home
to talk to Taggert

and try and find out.

Turns out that the beating
that Blakely gave him

put him into a coma.

And that'’s not in the report?

Not at all.

Lieutenant Simon Gore
signed off on it

without any
further review.

and get the rest of his story

Jasper Taggert died
three months ago.
