Defence Intelligence Agency Lieutenant Commander Chambers, an expert on president General Chavez's Venezuela, is missing since his meeting with immigrant Mexican Juan Munoz, who was killed about that time. The team must clear up both's fate before the arrival in LA of charismatic Venezuelan opposition leader Antonio Medina, whose pro-US attitude Chambers's statistic model questions. Deeks must meanwhile pick an NCIS course.

If they've killed Chambers,
the question is why.

What did he know that could have
jeopardized their plan?

What if Chambers didn't stumble
on the plot?

What if he's a part of the plot?

He sent up warning flares,
nobody believed him.

He sees Medina's rise to power

as an issue
of national security.

Chambers gets
the manila envelope

with Medina's itinerary,
he disappears.
