A rapist/killer is terrorizing Honolulu. He has already killed four women and attacked a fifth but she managed to survive. However, she is reluctant to file a report due to the fact that he claimed to be a police officer and her husband convinces her that the police won't go after their own. In fact, during a stakeout, a female police officer encounters him but due to the fact he was so convincing she lets him go. As it turns out he was a police academy washout and now McGarrett and the rest of the Five-O team must find him before he strikes again.
