During a fancy benefit for coast protection presided over by the governor, a woman's abused corpse is found in the luxury hotel's thrash. painstakingly puzzling data from guest list and abused corporate reservations, Steve's team works out the victim is a waitress's sister, the prime suspect Russian businessman Dimitri Vonokov, who finds refuge with his friend, consul Andrei Shepkin. A trick to lure Dimitri goes wrong for Chin, the whole fiasco for state liaison Lori Weston.
