A private school bus driver is killed after being ambushed, and the kids are kidnapped by a ruthless gang threatening to shoot one per hour unless the governor, whom the team convinces, releases as ransom a Colombian cartel's large, recently seized cocaine shipment. While delivering it, Steve is nearly killed in an explosion destroying the drugs, as the promised release was a lie. In a race to save the witnesses from elimination, the team concentrates on the only arrested cradle employee and teenage hostage Jason Schafer's father, real estate entrepreneur Malcolm. Meanwhile, Joe is dismissed from the Navy for mounting Steve's rescue and kidnaps Yakuza boss Hiro Nashimori before he can flee to Japan in an attempt to identify the mysterious Shelburne whom Wo Fat clearly fears.
