On April 15, 1910, an experimental submarine under the command of Captain Sakuma sank; all hands were killed. The captain's notes indicated that the crew behaved flawlessly, and hoped that this failure would not hold back the Japanese submarine service.The movie fast-forwards to the present, where a submarine designer and the crew of the current experimental sub is under planning, construction, and testing, with frequent references to Sakuma's death. Given that this movie was made under the supervision of the Navy and the submarine service, it counts pretty much as a propaganda piece. What struck me as odd -- for a modern American, is the death-seeking attitude of the characters; it put me in mind of George Patton's words, that no one ever won a war by going out and dying for his country. He won it by making someone else die for HIS country."

No hope. The captain started to write in a
small light leaking from conning tower.

It was his will written with pencil on
pocket book.

Due to my carelessness, I lost the submarine and
the men of His Majesty. I am truly sorry sir.

However, the men has performed perfectly
their duties and acted calmly till dead.

We are satisfied to die for the nation,

however, one regrettable thing is that,

due to this failure the further progress of
submarine might be hindered.

Emperor first that he lost the boat and

that he didn't want to delay the progress
