Detectives Lupo and Bernard investigate a threat by a teenage blogger going by the name of Moot. He's threatened to blow up his high school, bragging that he could take out as many 600 people in one incident. He also puts up a video where he sets off a pipe bomb. Despite the fact that everyone believes this to be a credible threat, the police and the DA's office are blocked at every turn. Moot has left very few clues in his blog and the the Department of Education will not provide information on students. Cutter tries to get subpoena power from a grand jury, but they turn him down flat. It's only when they learn about so-called 'rubber rooms' - offices where teachers who have been removed from the classroom foe alleged misconduct spend their days - that they realize they've been on the wrong track.

They're not teaching?

We don't want them
near a classroom,

but we can't fire them
pending the arbitration.

I have teachers here who've been waiting
for their hearing for two years.

throw us off his trail.
